Supervises: District Consultants for Cross-Border Coordination
Work Location: Republic of Niger (Dosso, Tahoua, Maradi, Diffa, Zinder)
Travel Requirements: Up to 75% within the region and health districts
Introduction
Our client seeks to hire a Regional Consultant for Cross-Border Coordination to support efforts aimed at halting the transmission of poliovirus across the borders of Niger, Nigeria, Cameroon, and Chad. This role is critical to implementing coordinated health strategies, strengthening surveillance systems, and ensuring vaccination coverage for high-risk and underserved populations.
Key Responsibilities
1. Mapping Stakeholders and Cross-Border Populations:
- Identify key stakeholders, health facilities, and official/unofficial border crossings.
- Conduct qualitative and quantitative data collection on cross-border health activities.
- Collaborate with national actors to formulate targeted solutions for improving health interventions.
2. Planning and Coordination:
- Serve as the focal point for cross-border health interventions at the regional level.
- Support the establishment and functionality of cross-border health coordination committees.
- Assist in planning, budgeting, and coordinating health interventions with state officials and partners.
3. Implementation of Synchronized Health Interventions:
- Supervise vaccination campaigns and mobile/advanced health sessions.
- Train local health teams on using digital tools for real-time data collection and decision-making.
- Support health evaluations, including the preparation of recovery plans and ensuring timely execution of activities.
4. Data Management and Reporting:
- Periodically review intervention data to ensure accuracy and completeness.
- Promote the use of harmonized tools for data collection and sharing across borders.
- Provide weekly updates on cross-border activities to the Regional Coordinator and Project Manager.
5. Leadership and Team Support:
- Define clear priorities and provide feedback to district consultants.
- Conduct brainstorming sessions to solve project challenges.
- Review deliverables and validate administrative tasks such as expense reports and work plans.
Qualifications
- Bachelor’s degree in Public Health, Epidemiology, Statistics, or a related field (Master’s degree preferred).
- 5–10 years of professional experience in primary health care, polio eradication, or routine immunization programs.
- Proficiency in Hausa or a local language spoken along the borders.
- Strong English communication skills (spoken and written).
- Proven ability to manage and coordinate program activities efficiently.
- Analytical skills for problem-solving and implementing effective solutions.
- Experience in data collection, analysis, and reporting.
- Proficiency in Microsoft Office (PowerPoint, Excel, and Outlook) and digital data tools like KoboToolbox or ODK.
Additional Requirements
- Must reside in one of the specified regions.
- Experience working in challenging or insecure environments.
- Dual citizenship (Niger-Nigeria) or residency in Niger is an added advantage.
