I. Introduction
Our client is seeking a dedicated and experienced PHC Monitoring, Evaluation, and Performance Management Specialist to join their team. This role is critical in enhancing healthcare delivery by strengthening the Primary Healthcare (PHC) program in Nigeria. The organization is committed to uplifting disadvantaged and underserved communities through effective program design, capacity building, and stakeholder engagement across various sectors.


 

II. Description and Objectives
The PHC Monitoring, Evaluation, and Performance Management Specialist will design, coordinate, and implement the monitoring and evaluation (M&E) and performance management framework for the PHC program coordination at both the healthcare facility (HF) and state levels. The specialist will also provide technical assistance to state healthcare agencies through dedicated associates to implement and monitor performance management activities.


 

III. Technical Responsibilities

  • Project Strategy Implementation/Technical Assistance:

    • Collaborate with key stakeholders to establish and implement a comprehensive PHC performance management strategy, including key performance indicators.
    • Design a framework for data collection, management, and analysis of performance data.
    • Lead data analysis and design tools to automate analyses for identifying areas for improvement and tracking progress.
    • Support the design of data delivery mechanisms for the PHC coordination platforms.
    • Develop capacity-building activities for performance management associates to enhance their skills and support change management in the performance management infrastructure.
    • Perform additional duties as assigned by the Project Manager.
  • Other Responsibilities:

    • Participate in problem-solving and learning sessions to share knowledge, best practices, and challenges related to program performance management.
    • Ensure M&E activities comply with organizational policies and quality assurance standards.
    • Monitor and evaluate compliance with external requirements.
    • Support other tasks as required by the central project management team.

 

IV. Education and Experience

  • Bachelor’s degree in Monitoring and Evaluation, Statistics, Public Health, Social Sciences, or a related field. A Master’s degree is preferred.
  • At least 5 years of experience in M&E roles, preferably in the international development or public health sector.

 

V. Competencies Required

  • Strong analytical and problem-solving skills with proficiency in performance management software.
  • Effective stakeholder management skills.
  • Excellent communication and interpersonal abilities.
  • Proficiency in data analysis and statistical software (e.g., SPSS, STATA, Excel).
  • In-depth knowledge of M&E methodologies and performance management frameworks.
  • Ability to manage people, resources, and processes for strategy implementation and monitoring.
  • Capable of working effectively with diverse stakeholders.
