Reports to: State Cross-Border Coordination Consultant
Job Location: Nigeria – Any of the following states: Kebbi, Sokoto, Zamfara, Katsina, Jigawa, Yobe, or Borno
Travel: Up to 75% within the LGAs and border settlements


I. Introduction

Our client is a leading consulting firm dedicated to advancing positive health, social, and economic reforms through high-quality program design, capacity building, implementation science research, and stakeholder engagement. Their work prioritizes underserved and disadvantaged populations across Africa, with operations extending beyond Nigeria into neighboring countries such as Niger Republic and Chad.


II. Description and Objectives

Our client seeks to engage a qualified LGA Cross-Border Coordination Consultant to support efforts to stop the transmission of poliovirus across the borders of Niger, Nigeria, Cameroon, and Chad by 2025. The role involves strengthening immunization strategies, improving surveillance systems, and ensuring comprehensive health coverage for high-risk and underserved populations.

The consultant will serve as a focal point for cross-border health interventions, providing technical support to State Emergency Operations Centres (SEOC) and State Primary Healthcare Development Agencies (SPHCDA) to enhance the quality of interventions and coordination efforts.


III. Technical Responsibilities

a. Mapping of Stakeholders and Populations at the Borders:

  • Support mapping of stakeholders, health facilities, cross-border points, key influencers, and special populations at the LGA, ward, and settlement levels.
  • Collect and review primary data on cross-border activities.
  • Develop and utilize targeted questions to identify drivers and best practices for cross-border interventions.
  • Analyze health intervention data through Key Informant Interviews, Focus Group Discussions, and on-site visits.
  • Collaborate with national stakeholders to develop targeted solutions to enhance cross-border health interventions.

b. Planning and Coordination of Cross-Border Health Interventions:

  • Serve as the focal point for cross-border health initiatives in the LGA, ensuring adherence to best practices and operational guidelines.
  • Support LGAs and wards in establishing or strengthening cross-border health coordination committees.
  • Facilitate joint planning sessions and microplan validation at ward and LGA levels, ensuring completeness and accuracy.
  • Conduct risk assessments and implement context-specific interventions.
  • Monitor intervention preparedness using checklists and dashboards, ensuring timely completion of planned activities.

c. Implementation of Synchronized Health Interventions:

  • Conduct joint supervision of health campaigns and routine immunization sessions.
  • Train vaccination teams and utilize digital tools to monitor real-time vaccination coverage.
  • Provide technical assistance during campaign evaluation meetings and develop actionable improvement plans.
  • Monitor and document progress and challenges in post-campaign activities.

d. Data Management and Reporting Support:

  • Assist the LGA Monitoring and Evaluation team in updating health intervention trackers and ensuring data accuracy.
  • Conduct periodic data reviews and provide feedback to ward focal points.
  • Promote the use of standardized tools for data collection, record-keeping, and analysis at border areas.
  • Provide regular updates to the State Cross-Border Coordination Consultant and maintain organized documentation.

IV. Qualifications

  • Bachelor’s degree in Public Health, Epidemiology, Statistics, or related field (Master’s degree is an advantage).
  • 3–5 years of experience in primary healthcare interventions, particularly Polio and Routine Immunization programs.
  • Proficiency in Hausa or any local border language; fluency in French is an advantage.
  • Strong analytical skills and experience developing effective solutions.
  • Proficiency in digital data collection tools such as KoboToolbox or ODK.
  • Skilled in Microsoft Office Suite (PowerPoint, Excel, and Outlook).

V. Other Requirements

  • Must be a resident of one of the implementing states.
  • Experience working in challenging or security-compromised locations.
  • Dual citizenship (Niger-Nigeria) or residency in Niger is an added advantage.
