About the Project:

Management Sciences for Health (MSH) is seeking a Director, Monitoring & Evaluation and Learning (MEL) for a potential 5-year project based in Abuja, Nigeria. The project aims to enhance the effectiveness, efficiency, and transparency of health spending, and improve the availability of trained healthcare workers to provide more affordable, accessible, and higher-quality health services for Nigerians.

Role Overview:

As the Director, MEL, you will lead the monitoring, evaluation, and learning system to report progress and ensure the use of quality data for adaptive management. Your responsibilities will include:

• Designing and implementing the MEL system aligned with USAID’s results framework.
• Coordinating data collection, conducting field visits for validation, and ensuring data quality.
• Developing and maintaining the project’s technical information management system.
• Building capacity in the Government of Nigeria and other stakeholders for effective data collection and utilization.
• Overseeing project performance documentation and reporting.

Key Responsibilities:

• Develop MEL indicators, set targets, and monitor project progress.
• Write quarterly and annual reports, and liaise with the financial team to track project results and outcomes.
• Provide technical input for program goals, objectives, and MEL strategies.
• Support the MOH in developing a health sector MEL framework and monitor health system strengthening interventions.
• Capture lessons learned and best practices from project activities.

Qualifications:

• Advanced degree in a relevant field and at least 8 years of experience in designing and implementing MEL activities for complex programs in developing countries.
• Expertise in MEL methodologies and data collection protocols.
• Experience in health sector MEL and health systems strengthening.
• Strong organizational, communication, and management skills.
