About the Smiles for Mothers Program

The Smiles for Mothers program is dedicated to improving maternal health outcomes by implementing a comprehensive Postpartum Hemorrhage (PPH) bundle and other maternal health innovations. Field Implementation Support Officers will play a crucial role in ensuring effective program monitoring, evaluation, capacity building, and service delivery at health facilities.

Key Objectives

Field Implementation Support Officers will work with state teams to:

  • Collect and analyze baseline and monthly data on the implementation of the comprehensive PPH bundle.
  • Identify and address gaps in data quality, reporting, and service delivery through mentoring and capacity-building activities.
  • Monitor the availability, supply, and consumption of the PPH bundle across program facilities.
  • Provide hands-on support to facility staff in delivering quality maternal health services, including Antenatal Care (ANC) and delivery services.

Roles and Responsibilities

Monitoring and Evaluation

  • Conduct routine facility visits to collect and verify service delivery and program data.
  • Track and report on the availability and consumption of maternal health commodities.
  • Collate and submit high-quality data reports on program performance.
  • Provide feedback to health facility staff to improve data quality and reporting practices.

Service Delivery

  • Support facility staff in providing ANC and delivery services, especially during peak periods.
  • Address identified gaps in service delivery through direct support and mentoring.
  • Monitor ANC attendance, follow up on missed appointments, and report findings to the facility for appropriate action.

Capacity Building

  • Mentor facility staff to improve data management and reporting.
  • Conduct supportive supervision to enhance the skills of facility personnel in maternal health service delivery.
  • Advocate for stakeholder engagement within facilities to strengthen service delivery.

Stakeholder Engagement

  • Act as a liaison between the program team and facility-level stakeholders.
  • Facilitate communication with state MDAs to support program implementation.

Deliverables

Monitoring and Evaluation

  • Bi-weekly data reports from supported facilities.
  • Weekly updates on maternal health commodity supply and utilization.
  • Facility-level reports on service delivery gaps and mentoring outcomes.

Service Delivery

  • Comprehensive database of pregnant women attending ANC, delivering in facilities, and referrals.
  • Quarterly progress reports on ANC and delivery service provision.

Capacity Building

  • Monthly supervision/mentoring checklists.
  • Reports on training/mentoring progress and quality improvement plans.
  • Monthly summaries highlighting progress, challenges, and recommendations.

Required Competencies

Problem-Solving

  • Ability to critically analyze and address maternal health challenges with evidence-based solutions.
  • Effective use of data for project planning and evaluation.

Communication

  • Strong interpersonal skills to build and maintain relationships with stakeholders.
  • Excellent report writing and documentation skills.

Technical Skills

  • Proficiency in data analysis tools, project management software, ODK, RedCap, and Microsoft Office Suite.

Productivity & Work Ethic

  • Ability to collaborate with cross-functional teams and external partners.
  • Strong time management skills and adaptability to changing circumstances.
  • Cultural sensitivity and flexibility in addressing program challenges.

Education and Experience

  • Academic Qualification: A degree in Nursing, Midwifery, or a related health field. Certified Community Health Extension Workers are also encouraged to apply.
  • Experience: Minimum of two years of experience in health workforce development.
