Purpose of the Consultancy
WHO Nigeria is collaborating with the Government of Nigeria to strengthen the Human Resources for Health (HRH) through evidence-based policies and interventions. This consultancy aims to enhance Nigeria’s health workforce at both national and sub-national levels by supporting key HRH interventions, including workforce analysis, strategic planning, training, and performance optimization.

Key Deliverables

• Conduct HRH analysis and evidence generation for policy-making.
• Support HRH policy and strategic plan development.
• Develop costed HRH operational plans.
• Optimize health worker retention and distribution using innovative tools like WISN.
• Establish HRH investment plans to support health financing.

Qualifications and Experience

• Education: A postgraduate degree in health policy, public health, or a related field. A PhD is desirable.
• Experience: Minimum of 10 years of relevant experience in health systems and workforce management at the national or international level. Experience with UN agencies or international organizations is a plus.
• Skills: Strong analytical, planning, and organizational skills, with the ability to work independently and in teams.

Location & Travel
The consultant will primarily work on-site in Abuja or selected states across Nigeria, with limited travel for field activities. No international travel is planned.
